Changes to these documents require a vote of the owners of the Association. A majority of the owners must agree to the changes to these documents before they are approved and adopted.

  1. The Articles of Incorporation are registered with the California Secretary of State. This short document identifies our management company.  Collins Management is our management company. They assist the Board with the business of the Board.  They do not make independent decisions but they pay all authorized bills, get bids for vendors, give the Board advice, and focus the work of the Board.
  2. The Covenants, Conditions and Restrictions (otherwise known as the CC&Rs) control the aspects of the Association related to the physical focus.  For example, the CC&Rs address boundary issues, issues related to the Golf Course and adjoining lots, and much more.
  3. The Bylaws of the Association guide the organization of the Association.  The Bylaws are registered with Contra Costa County. The Bylaws address things such as committees, regulations, permissible behaviors, violations, fines, and more.

The Rules are the details for resident behavior based on the CC&Rs and the Bylaws. They are more specific than either of these documents and include penalties for violations.

Process to change rules

Step 1 : The Rule is written or amended by the RAC (Resident’s Advisory Committee), a resident, or a Board Member.

Step 2: The Rule is approved by the Board.

Step 3: The Rule is published by inclusion in the newsletter, a Constant Contact email, or posting on the bulletin board in the Clubhouse.

Step 4: Residents have 28 days to review the changes or additions and make suggestions or comments.

Step 5: The Board reviews the suggestions and either decides to make changes to the Rule or accept is as written. If it is accepted as written, a second vote of the Board approves and adopts the Rule. If changes are made based on the suggestions, the revised Rule is voted on and the 28-day review is redone.  Following the review, a Board vote is made again.
